Unincorporated county: county code bans noise “unreasonably loud, disturbing… and unnecessary” enough to disturb a reasonable person, and calls out a few examples specifically: loud music or TV between 10 PM and 7 AM, vehicle repair/testing during those same night hours in a residential area, and habitual dog barking. The ordinance doesn’t name an enforcement department outright, but the Sheriff’s Office already issues the permit required for vehicle-mounted loudspeakers under this same chapter — report a violation to the non-emergency line below.
What helps a complaint: the address, what the noise actually is, and how often it happens — code specifically flags noise repeating at least once every four hours as one trigger for “frequent.”
What to expect: a first report on an ongoing situation usually gets someone sent out; a single loud night rarely gets enforcement on its own — a pattern does.

Waynesville is the one town Haywood County's own Inspections Department excludes from its jurisdiction — inside Waynesville town limits/ETJ, the Town's own Building Inspections Department (number above) issues building permits and handles property-maintenance/junk-vehicle code enforcement instead of the county.
