Call Haywood County Animal Services — cruelty and welfare complaints are part of what they investigate, countywide.
Call Animal Services (below) and be ready with: the type of animal, what you saw (no food, water, shelter, or visible abuse), and an exact address for the animal or its owner. An officer follows up on the complaint.
After hours, or an active emergency: call the Sheriff’s non-emergency dispatch line below — they’ll contact the on-call Animal Services officer.
A bite that broke skin is reported separately, to Animal Services and the Health Department; the animal may need to be confined for 10 days depending on vaccination history.
